The East Carroll Parish School System showed the largest improvement with a letter score jump from a D to a B.

The Ouachita Parish School System has the distinction of being the only A-ranked school in the region. The district boosted its overall score from a 94.9 to 100.2, ranking it 16th out of the 72 districts scored.

“Thanks to the outstanding support of our caring board members, the exceptional leadership of district and school administrators, and the hard work of our amazing teachers and support staff, Ouachita Parish has become one of the top school districts in the state,” said Superintendent Don Coker. “Special congratulations to the fantastic students who attend schools in Ouachita Parish. Their willingness to work hard and excel led student growth in every component of the district performance score. As we continue to build bridges to the future, we remain committed to the success of our future generation of leaders.”

Jackson Parish boosted its score from a C to a B. Madison, Richland and Union parishes all pulled a D up to a C.

Caldwell, Lincoln and West Carroll parishes maintained Bs. Franklin and the City of Monroe maintained Cs. Morehouse and Tensas maintained Ds.

Monroe City Schools Superintendent Brent Vidrine said this year is the third year of continued growth. The district scored 73.8, an increase of 3.7 points. Sixteen of 19 schools increased school performance scores and eight of those improved their rating by a letter grade. Three schools — Carver Elementary, Carroll High School and Lee Junior High — qualify as Top Gains Schools.

"Overall we are pleased with our continued growth. We believe that growth for the past three years has come from a dedication to each individual student. As a district, we are working to evaluate each individual student deficiencies. This allows students to receive dedicated instruction to his/her individual needs. We also continue to evaluate our curriculum and adjust to ensure that we are in line with state standards," Vidrine said. "Again we thank our parents, community and staff for the dedication to our students in helping us to become a better school district."

According to a news release from the Louisiana Department of Education, the scores statewide show a continued increase in student achievement in nearly every measure of academic progress.

"Improved ratings in our schools are a result of improved learning outcomes for students, using nationally recognized measures of success," said State Superintendent of Education John White. "At the same time, the ratings do not yet recognize progress being made with students who are starting at a lower level. They also do not yet provide students, parents and educators a full picture of what it takes to be fully prepared for college or for a job. Just as we honor the successes reflected by today's announcement, we must provide a more comprehensive picture of what it means to be a successful school."

Louisiana is undergoing a yearlong process to develop its long-term plan for prekindergarten through 12th grade education, in compliance with the federal Every Student Succeeds Act. As part of this process, Louisiana released a draft framework in September proposing changes to the state's accountability system. The proposed changes increase the requirements to earns an A on assessments for grades 3-8, ninth-grade credit accumulation, ACT scores, cohort graduation rates and the way progress points are factored into the score. The proposed changes have not been finalized.
